2011 NYSBUA ANNUAL MEETING MINUTES
OCTOBER 2, 2011
- PLEDGE TO THE FLAG
- Meeting called to order by President Gabriel at 907AM.
- Followed by pledge to the flag.
- A moment of silence was observed for deceased Executive Board Member Jack Guinan.
- ROLL CALL – Rockland County Absent
- PROOF OF MEETING NOTICE – in packet
- APPROVAL OF 2010 MINUTES
- Motion made by Paul Pascucci of WNY and seconded by Dave Brunell of Watertown, to approve the minutes. Motion carried by voice vote.
- REPORT OF OFFICERS
- PRESIDENT’S REPORT
- State Tournament
- President Gabriel spoke about the selection of umpires for the state tournament. Referring to the fees and policies established by the NYSPHSAA. It was pointed out that the individual Section Baseball Chairman has the authority to select the umpires. Some Sections have different methods of selection; such as individual chapters sending umpires on a rotating basis. Please, if that is the case, be sure to send your best umpires.
- Non-NYSBUA Umpire Groups
- President Gabriel surveyed chapters as to the presence of non-NYSBUA groups in their area. It was reported that some groups work summer ball and others do not. 84% of the NYSBUA Chapters have non-NYSBUA groups in their areas. These groups do include umpires that are in NYSBUA Chapters. These Chapters cannot restrict their members from participating in these groups.
- Annual Meeting
- President Gabriel thanked Eric Olsen for all the preparation done to make arrangements for the meeting. He also thanked the Education Committee for the clinic on Saturday.
- SECRETARY/TREASURER’S REPORT
- Secretary-Treasurer Don Volk reminded delegates to turn in the mileage vouchers and Chapter Officer Updates.
- Chapters must report changes in officer as they occur throughout the year. The websitewww.nysbua.com is also available to access current information on chapter officers, as well as events in our organizations.
- Secretary Volk reported a change in our liability insurance company. Policy information and/or Certificates of Insurance are available from Dawn Croft at 716-648-5000.
- Thanks to the Chapters and their officers for all the help throughout the year.
- COMMITTEE REPORTS
- EDUCATION COMMITTEE
- Chairman Gabriel thanked the Committee for the clinic on Saturday. Unfortunately, it had to be moved inside because of the weather. Clinician Ira Levine requested that each chapter send a representative to the clinic. It was suggested that clinics offered later in the day, may be better attended. This would give delegates that need to arrive later a chance to attend.
- TONY DEVIVO COMMITTEE
- Chairman Joe Grady requested a higher number of applications for the DeVivo award. Make sure the application is presented in a professional manner. The 2011 Tony DeVivo winner was Jerry Davitt of Sullivan County.
- AUDIT & INSURANCE COMMITTEE
- Committee conducted an audit of NYSBUA finances on Saturday October 1. The treasury has a balance of $44,864.00. this is a decrease of $1251.00, from a beginning balance of $46,115.00. The decrease resulted from a liability insurance increase of $1.94 per member. The Committee recommends an increase in dues from $16.00 to $18.00 per member.
- BY-LAWS CONSTITUTION COMMITTEE
- Chairman Rothrock requested that chapters send constitutional changes to him through email. Territorial agreements should be recorded with Mark Rothrock and the Secretary-Treasurer.
- ADVISORY COMMITTEE
- Chairman Bob Sitterly cited the improvement in uniforms through changes implemented by the Advisory Committee.
- Committee member Eric Olsen reported that the committee was recommending the charcoal grey slacks will be the new standard pant for the NYSBUA. The phase in period would be 2013-2014 with vote for approval at the 2012 meeting.
- Discussion indicated that Cliff Keen carried only 2 of the 3 required cuts for umpires’ pants where Smitty’s carries all three. Motion made by Mr. Quackenbush from Mohawk Valley and seconded by Mr. Macaulay of the Massena Chapter to have the charcoal grey pants be the standard for NYSBUA with a two year phase in beginning in 2013 and completed by 2014. The supplier for these pants will be Smitty’s. (PLEASE SEE NOTE AT END OF MINUTES.)
- Committee member Ira Levine presented a Cliff Keen jacket and a Smitty’s Jacket to preview.
- Motion made by Mr. Brunell of Watertown and seconded by Mr. Pesavento of Mid-Hudson to have the Cliff Keen and/or Smitty’s navy Pullover jacket will be the standard for the NYSBUA jacket with a 2 year “phase- in” period beginning in 2013 and completed in 2014.
- Chairman Sitterly announced his retirement as Advisory Committee Chairman and was given a well-deserved standing ovation.
- UNFINISHED BUSINESS
- President Gabriel indicated that he had contacted Anaconda and discussed the chapters’ concerns re: Jacket availability.
- NEW BUSINESS
- Motion made to increase the annual dues from $16.00 to $18.00 per year. Motion made by Mr.Salada of Niagara Falls, seconded by Mr. Lindquist of Jamestown, and passed with show of hands.

- ELECTION OF OFFICERS
- Nominating Chairman Casey Jones presented the following recommendations:
- Ron Gabriel for President, Mark Rothrock, Joe Grady, and Eric Olsen for Vice President Positions.
- No nominations from the floor. All were elected by Secretary casting one ballot.
- Two candidates were nominated for Sergant-of- Arms:
- Dennis Williams of Columbia-Greene and Vince Bitonte of Kingston. Both candidates spoke about their qualifications. There were no nominations from the floor.
- Dennis Williams won the vote by ballot vote.
- 2012 MEETING DATE & SITE
- 2013 Meeting will be in Binghamton.
- ADJOURNMENT
- Meeting adjourned at 12:05 PM.
NOTE: Following the Annual Meeting, it was confirmed by the Advisory Committee that Cliff Keen has the three cuts of pants. It is recommended that the motion at the next meeting may include recommending Cliff Keen as an additional supplier. |
